If you are a company about to embark on a construction project, new CDM Regulations apply. Clients found not to be complying with the regulations are leaving themselves open to prosecution.

Construction (Design and Management) Regulations 2007


The Construction (Design and Management) Regulations 2007 came into force on 6th April 2007 replacing the previous CDM Regulations 1994 and Construction (Health, Safety and Welfare) Regulations 1996.

The new regulations seek to improve the management of project related risks by promoting active involvement of all disciplines right from inception through to completion of a project.

The Construction Design Management (CDM) Regulations 2007 apply to all construction work (including maintenance of a structure).

Section 3 of the New CDM regulations only apply to projects where the construction phase of the project:

Lasts more that 30 days or

Involves more than 500 man days

Where Section 3 applies the Client must appoint a CDM Co-ordinator as early as possible after initial design work in order to:

1) Advise the client on competence of other consultants and contractors including all contractors directly employed by the client

2) Assist the client to provide all reasonable information to designers and contractors prior to the construction phase

3) Take reasonable steps to ensure co-operation between designers and that safety is considered in the design phase

4) Notify the HSE of the Project

5) Ensure that the contractor has developed the construction phase safety plan sufficiently before work is started

6) Ensure that the safety file is prepared, reviewed and amended as necessary and handed to the client at the end of the project .

PPE For construction

PPE must be provided and worn by everyone on the construction site and you must operate a "zero tolerance" policy .If they refuse to wear it then do not let them on site. PPE should included hard hats...high vis wear....safety shoes...eye protection...ear protection...respiratory protection...hand protection...safety clothing & safety footwear. It is  also a requirement to have  a first aid box to cover the total number on site.

NEWS

The HSE currently have an inspection initiative planned for the construction industry for February 2008 after finding serious health & safety failings during their last initiative in 2007 . They will be looking at the  "system of control" ..risk control & measurements in place. They will also be looking at the organisation of sites  to make sure that sites are properly organised, with waste streams managed, so that walkways are kept clear of unnecessary obstructions which could cause a trip injury.

 



We are graduate  members of the Institute of Occupational Safety (IOSH) and the International Institute of Risk and Safety Management (MIIRSM).
